Chancellor

The Chancellor of the United Republic is the head of state of the United Republic of Arlberg. Under the constitution, the President is also the chief executive of the Continental Congress and Commander-in-Chief of the armed forces. The full, but rarely used, title is Chancellor of the United Republic of Arlberg.'

The Chancellor is an odd head of state for the United Republic of Arlberg, as it was in Arlberg that the Empi System was created. Under the empi system, there are two chief executives in each state (the Emperor and Empress), but the highest office is held by one person.

The 1st (serving his second term) and, as of 2005, current Chancellor is titled officially as Chancellor Baringuton no Peli. Under the Naming conventions of Arlberg, the Chancellor is reffered to by the title "Mr. Chancellor" or simply "Chancellor" during his tenure and never by his real name.

Election

Federal elections are held yearly, or at times as determined by the Chancellor (see "Powers of the Chancellor"). Prior to each election, the political parties of Arlberg nominate their candidate for Chancellor by secret ballot, usually at convention.

The Chancellor is elected using the electoral college system. Each state has a certain number of electors, determined by population.

Powers of the Chancellor

The Chancellor, according to the constitution,

  • presides over the Continental Congress
  • may pass or veto legislation passed by the Congress
  • may enact legislation without the consent of the Congress
  • is the Commander-in-Chief of the armed forces
  • and is the highest executive of each state.

Presidential salary and benefits

Salary

The Chancellor, according to his own resolution (96) may not collect payment unless granted by the Congress. However, some states, such as Chancellor Niho-Perry's home state of Shinnihon, provide him with a tax-waiver.

Residences

The Chancellery is an office in Grand Salle, and is granted to the Chancellor. However, he resides in the Shinnihon prefecture of Midori and at his personal Estate at Linderhoff.

Arlo Conventions

By law, the Chancellor is referred to as Chancellor or Mister Chancellor while in office. Similarly, the Emperors and Empresess are always referred to as the Emperor or Empress of their state (for example, Empress Fogg-Chadbourne of Georgia
