The Erusian National Communist Party or ENCP (Erusian: Verzu Leohju Agoivuh Tzeoq or VLAT), more commonly known as the Communist Party of Erusia (Vezru eg Agoivuh Tzeoq) or the CPE, is the founding and ruling political party of the Democratic People's Republic of Erusia. Since the Erusian Proletarian Protection Act of 2009, the Communist Party has been one of only two legal political parties in Erusia and the only party allowed to hold power, effectively making the Communist Party synomynous with the State. Since it's establishment on November 9th 2008 the Party has been lead by the 1st Central Committee, headed by Robert Lethler as General Secretary. The Communist Party has always been enshrined as an institution of State authority in the National Constitution and since January 2009 has been recognised as the highest political force in Erusia. As of the beginning of 2009 the ENCP is one of only two political parties adhering to the ideology of Rennie-Gaffneyism, the other being the Bzanite National Democratic Communist Party.

History

Early History

The Communist Party claims ancestry from both the People's Party of Licentia and the People's Socialist Party of Bzan, asserting itself to be a direct successor to both political parties. It was founded on November 9th 2008 as a result of the Red Reformation in the Democratic People's Republic of Erusia, with all members of the People's Party of Licentia becoming part of the new Communist Party. On November 10th 2008 it elected it's 1st Central Committee to give the Party direction and guidance, appointing Robert Lethler as it's leader and General Secretary. On November 25th 2008 the Party Constitution was officially introduced by the Central Committee. The Party elected to hold a General Election in December 2008, resulting in the Communist Party's re-election to government for another six months.

Second Red Reformation

When members of Erusia's opposition parties claimed that the Communists had rigged the December 2008 elections in favour of themselves and had infact failed to achieve a majority over the People's Democratic Front the Party immediately rejected such ideas and criticised opposition leaders for their statements. Despite the best efforts of the Party to maintain power, Erusian society quickly descended into chaos as the opposition and the Communist Party challenged on another for the right to rule on an almost daily basis. Eventually senior Party leaders concluded that a fully democratic system could not yet be fesiably operated in Erusia and, on Janaury 19th 2009, a bill proposed by the Party was passed that granted them complete control over the State excluding the Assembly.

Politics and Ideology

The Constitution of the Erusian National Communist Party dictates the official political ideology and doctrine of the Party. According to the preamble of the constitution the Party is dedicated to "further the Great Socialist Experiment and realise the original vision of the People’s Heroes: Marx, Engels, Luxemburg, Lenin, Trotsky, Stalin, Mao, Kim and all other major Communist leaders of the world [...] by staying true to the principles of Rennie-Gaffneyism". According to Article III of the Party's General Programme "The Communist Party adheres to the ideologies of Marxism, Marxist-Leninism, Progressive Communism and Rennie-Gaffneyism. Rennie-Gaffneyism is chief amongst these ideologies." The Party is generally regarded as advocating both classicial Socialism and Populism, which the Party leader Robert Lethler asserts to be a key tenant of Rennie-Gaffneyist political thought.

Organisation

National Congress

The National Congress of the Erusian National Communist Party is a term used to refer to the collective membership of the Party. The National Congress is charged with representing the interests of the Party and the People by voting on Party policy and decisions. To date, the National Congress has never convened a life session and instead operates via a webforum to allow all Party members to actively participate in the Congress. The National Congress also has the power to elect it's Central Committee. In addition to the Central Committee, the Congress has two unconstitutional subordinate entities established in January 2009 by the 1st Central Committee: the Central Discipline Commission and the Central Advisory Committee.

Central Discipline Commission

All though largely a useless agency, the Central Discipline Commission was established at the 4th Plenary Session of the 1st Central Committee in order to give the office of Chief Political Officer a stronger power base. The Commission effectively serves as the platform for the Chief Political Officer to perform their duties as the enforcer of the Constitution and Party discipline, also serving as a court in which institutions and individuals who violate Party rules may be tried by the appropriate authorities. All disciplinary action must be approved by the CDC.

Central Advisory Committee

Established in January 2009 at the 4th Plenary Session of the 1st Central Committee, the Central Advisory Committee was created to serve as the chief political advisory body of the Central Committee when the National Congress is not in session. All though members of the Committee may also be Central Committee members, members of the CAC are appointed directly by the National Congress in order to ensure order within the Party and smooth communication between the Central Committee and the National Congress. With the election of it's 2nd Chairman to the 3rd Central Committee in May 2009, James Marshal has become 3rd Chairman of the CAC. The organisation is unique in that it's head, the Chairwo/man, is permitted to attend Plenary Sessions of the Central Committee under the title Special Advisory Delegate to the Central Committee by Order of the National Congress.

Central Committee

The Central Committee of the Erusian National Communist Party is the ruling and guiding body of the Party, charged with providing direction to the National Congress and establishing the Party line. Standing members of the Central Committee are assigned an office. The 1st Central Committee, elected on November 10th 2008, had three standing members occupying a total of four political offices within the Party. The 2nd Central Committee elected in February 2009 the same number of officials and admitted a fifth alternate member as it's Special Advisory Delegate, but membership had shrunk to just two members, prompting the General Secretary to order the election of a 3rd Central Committee to rule until the 4th National Congress. It was elected with six members in seven offices on May 12th 2009 once all eligible members had voted. A 4th Central Committee was elected at that Congress and, under new constitutional provisions, a Politburo and Politburo Standing Committee were also setup.

Regional Divisions

The Communist Party of Erusia operates sub-national branches for each autonomous region and large administrative sector in Erusia. Each of these divisions is headed by a Party Sectretary, who usually holds a seat on the Central Committee and is typically a registered member of the National People's Assembly. Currently, the CPE operates two divisions: the Communist Party of Erusia, Santican Division (or CPE-SD, headed by Colum McKenna) and the Communist Party of Erusia, Erus Municipal Division (or CPE-EMD, headed by Carwyn Jenkins)

Primary Organisations

Primary Party Organisations of the Communist Party, commonly referred to within the Party as PPOs, are smaller branches of the Communist Party that operate within individual institutions and communities. Any authority under the control of the Communist Party must have a functioning Primary Party Organisation, regardless of the number of Party members involved there. Primary Party Organisations are considered to be the administrative and grass-roots representation of the Party Sectretary, who is in turn a representative of the National Congress.
