Empi System

The Empi System is a system of government used by the micronation United Republic of Arlberg, and it originated in the state of Shinnihon, created by Emperor Colin Harvie in an attempt to create an incorruptable form of government, though the current system is marginaly different from the original one.

Local LevelEdit

Towns are allowed to convene their own Houses of Commons, which resemble New England town meetings. Commons meetings have no authority outside their towns of origin, and must comply with the Empi acts.

State LevelEdit

Each state elects an Emperor and Empress on October 1, and they serve until September 30 of the next year. Together, they are an office called the Empi. They serve together as dictators, but their decisions must be unanimous, and they can be impeached.

October 18 Declaration: The October 18 Declaration made some of the alterations by the states unconstitutional. Below are those changes.

Prior to October 19, 2005:

  • Shinnihon: In Shinnihon, the Empi is a hereditary office unless the occupants decide to shy away and resign or they are impeached.
  • Georgia: In Georgia, hereditary office is illegal.
  • Amothos: In Amothos, the Empi is comprised not of an Emperor and an Empress, but of a Governor and a Representative.

After October 19, 2005 (8:00 am):

  • Shinnihon: In Shinnihon, the Empi must be re-elected every year, however, if one member of the Empi or both members resign, die, or shy away, their heirs assume the office until the next elections.
  • Georgia: In Georgia, the Empi must be re-elected every year, however, if one member of the Empi or both members resign, die, or shy away, their heirs assume the office until the next elections.
  • Amothos: In Amothos, there is now an Emperor and Empress, but hereditary office remains illegal.

Federal LevelEdit

On the federal level, the empresses and the Silverado representative convene as the Seneca Assembly and the emperors and the Silverado governor convene as the Body of States. Both may pass laws as they wish, but the other can veto laws passed by the first. The Continental Congress, both houses combined, may meet if they so wish.

ExecutiveEdit

The Chief Executive is the Leader and Chancellor, and is democratically elected on October 1. The Chancellor serves one-year terms. On October 19, the new constitution will go into effect, granting the Chancellor the right to enact laws without congressional consent.
