The Federal Republic of South-Eastern Carpathians (FRSEC or South-Eastern Carpathia(ns),for short) is a micronation. It was founded on 18 February 2013,in south-east Transylvania (Romania). It is a member of the Confederation of Balkan micronations and of the Micronational Association Against Intolerance.
This name was chosen in the honor of the surrounding mountains,the Carpathians.
The ancient times and the Middle Ages
The area where the FRSEC is located has a history which lasts for millenia:since the oldest times,this area was ruled by the Kingdom of Dacia,by the Roman Empire,by the Byzantine Empire,and then by the Hungarian Kingdom,Principality of Transylvania,Austrian Empire,the Double Austrian-Hungarian Monarchy,and eventually,by Romania. It was known to be a marketplace being located at the crossroads between the Ottoman Empire and the Austrian Empire,but also it linked the three Romanian countries of the Middle Ages:Wallachia,Transylvania and Moldova. The Carpathian mountains have given protection against the Turks,but the city of Brasov (Corona/Kronstadt/Brasso) was conquered several times by Tatars and by Turks. The village (then,now the town) of Predeal was known to be a customs point between Austria-Hungary and Romania (under the suzeranity of the Ottoman Empire). It is noticeable that Predeal,even if it was a part of Romania (and not of the Dual Monarchy),it is a part of the FRSEC,due to its proximity to Brasov (20 km) and being a part of the so-called Metropolitan Area of Brasov.
After the Union between Transylvania and Romania
The Union of Transylvania with Romania in 1918 changed the history of the FRSEC:after the World War I,after centuries being Hungarian/Austrian,it was for the first time Romanian. The Trianon Treaty confirmed for the second time that the FRSEC remained Romanian. Even if the events of the WWII changed the Romanian borders,the area where the FRSEC exists remained Romanian after a large part of Transylvania (called as Northern Transylvania) was taken again (but under Horthyist control) and it bordered Hungary.
The communist times of Romania
Eventually,Brasov and the area of the FRSEC developed under the Communist rule of Romania as an industrial city,being renowned for being called as "the second industrial Romanian power",after Bucharest. Then,the city had its biggest number of inhabitants,exceeding 300.000.
Before and after the 1989 Romanian Revolution
But,the events in Brasov in 1987 opened the road for the Romanian Revolution of 1989,which,along other revolutions in Eastern Europe in 1989 changed the regime of Romania and its economy became a market one,the FKSEC along with Romania lost more and more inhabitants,due to the freedom of movement.
Before and after the accession into the EU and into NATO of Romania
2002 brought more people outside Romania,because the Romanian citizens were given the right to travel free in the Schengen area without a visa,for 90 days. 2007 was a year when many Romanians left their country due to the newly-gained freedom of movement in the EU,while other Romanians returned to Romania.
Foundation of the FRSEC
The early history of the FRSEC begins in August 2012,when its founder,Sigmund I,founded the "Social Liberal Republic of Romania" in online and it survived a few days. From then until February 2013,the leader wasn't involved in micronationalism. In 18 February 2013,the Federal Kingdom of South-Eastern Carpathians was founded as the Federal Republic of South-Eastern Carpathians.The first president of the country was the King Sigmund I,which had this position from 18 February 2013,the Proclamation Day,until 12 May 2013,the Royalty Day. On 12 May 2013,the country changed its name and political administration,and the new King,Sigmund I,was coronated. On 1st of July 2013,the first Federal Kingdom of South-Eastern Carpathians disestablished,and its successor state was the Empire of New Austria,which has disestablished 12 days later. After that day,the Second Federal Kingdom of South-Eastern Carpathians established. On the 13th December 2013,the FKSEC became again a republic.
Government & Politics
The government is headed by the Prime Minister and the FRSEC parliament is unicameral.
On 17th of July 2013,the Defence Force of the FRSEC was founded and it has only defensive purposes.
Law & Order
The office responsible for public order is the Bundespolizei (Federal Police) and the Landspolizei (public order at state-level).
The Bundespolizei is capable of:
- taking fines
- imprisoning people (only for 24 hours)
- escorting people which have illegally crossed the border to the border/airport/port
- security checks
- assuring public order at football matchs,according to the anti-hooliganism law of the FKSEC
- assuring road security
- assuring railway security
The official FRSEC Government program is called "Reform". It is intented to be anti-fascism,anti-wars and,especially,anti-racism. As a result of this government program,the Federal Government of the Federal Kingdom of South-Eastern Carpathians has implemented,as of 1st of October 2013,punishments for newly-criminalized acts (racism,nazism,anti-semitism,anti-immigration,reading of certain books containing racist/nazi/anti-semite content or smuggling them). Those punishments range from 5 to 25 years in prison along with the prohibition of several citizen rights for those proven guilty by those acts.
- Order of Schmidt (the highest order of the FRSEC;it is awarded for active supporting of the FKSEC/of the Confederation of Balkan micronations. It is awarded for the foreigners and for the citizens of the FKSEC/of the Balkan Confederation (if the Balkan Confederation citizenship project is approved).)
- Order of Terra Carpathia (it's awarded for promoting peace between the FRSEC and other countries of the world)
Taxation in the FRSEC
In the FRSEC,there are 2 taxes:the VAT (Value Added Tax) and the customs tax. The percent of the VAT is 1% (0% for life necessities),and the percent of the customs tax is 1%.

The Federal Republic of South-Eastern Carpathians is open to all foreign requests concerning diplomatic relations,political alliances,informal relations due to its neutrality.
The Federal Republic of South-Eastern Carpathians mantains a High Commission for the Relations with the Kingdom of Mahuset in Alkmaar,Mahuset.
Note:all former relations of the Empire of New Austria are still valid.
The FRSEC recognizes all UN member states.
The FRSEC doesn't recognize:
The FRSEC doesn't have a position on recognition of Kosovo,officially. The FKSEC regards Macedonia (country) as the "Former Yugoslav Republic of Macedonia" (FYROM).
The FRSEC effective border is guarded by the Bundesgrenzschutz (Federal Border Guard),being responsible for checking travelers at the border for documents and for forbidden items. The Zollagentur (Customs Agency) is responsible for checking goods and imposing customs taxes on them. One can enter into the FRSEC with a:
- National identity card (if he/she is an EU/EEA/Switzerland citizen,citizen of one of the member states of the Confederation of Balkan micronations,citizen of one of the countries affiliated with the Confederation of Balkan micronations or citizen of one the member states of the Intermicronational Peacekeeping Union;see FKSEC national identity card)
- Passport (if he/she is both an EU/EEA/Switzerland citizen,citizen of one of the member states of the Confederation of Balkan micronations,citizen of the countries affiliated with the Confederation of Balkan micronations,citizen of one of the member states of the Intermicronational Peacekeeping Union or not)
If one is a citizen of those countries,he/she does not need a visa to enter the FKSEC:
- Citizens of all EU/EEA member states,including Switzerland,and their family members (valid in 2 member states of the Confederation of Balkan micronations:Porto Viva and the FKSEC)
- Citizens of all member states of the Confederation of Balkan micronations,or countries affiliated with it.
- Citizens of the Intermicronational Peacekeeping Union member states.
- Citizens of Hasanistan (valid in all the Confederation of Balkan micronations)
- Citizens of the Ashukov Federation
- Citizens of Akebar
- Citizens of Sabovia
- Citizens of Eleftheria
- Citizens of the Principality of Valia
- Citizens of Juclandia
- Citizens of Canada
- Citizens of Moldova (citizens of Moldova need a Romanian visa,for 90 days or a Schengen visa,only for 5 days transit.)
- Citizens of Australia
- Citizens of New Zealand.
- Citizens of all former countries of Yugoslavia,which are not in the EU (Serbia,Bosnia and Herzegovina,FYROM (also known as the Republic of Macedonia))
The EU/EEA/CH citizens and the citizens of the member states of the Intermicronational Peacekeeping Union have the right of freedom of movement in the FRSEC. The citizens of one of the member states of Confederation of Balkan micronations,citizens of Hasanistan or citizens of the states who are affiliated with the latter have the right to unlimited staying in the FRSEC (work is permitted). If a citizen of EU/EEA/CH,citizen of one of the member states of the Confederation of Balkan micronations,or citizen of the states who are affiliated with the Confederation of Balkan micronations doesn't have a passport/national identity card,he/she is issued a Border crossing document. This document is not stamped by the border officers and is valid in all the Confederation of Balkan micronations.
The Moldovan citizens,holders of local border traffic permits can visit the Prut state without a Romanian visa.
Local border traffic permits are issued for Romanian citizens who live at 50 km or less from the FRSEC border.
If one is a citizen of USA or other countries,he/she needs a visa to enter the FRSEC.
Once Romania enters the Schengen area,the border controls will be preserved,as the FRSEC doesn't have any relation with the Schengen rules.
The FRSEC follows the EU rules concerning border controls. At this moment (27th of July 2013) there are minimal checkings at the border with Romania.
But,in some cases,there can establish enhaced border controls at the border with Romania.
Note:A 1 year's restriction on the freedom of movement without a visa applies for the citizens of member states of the IPU,which were belligerant in wars in that year. The citizens of those states can enter the effective territory of the FRSEC only if they prove they aren't a threat to the public security of the FRSEC.
Note:The FRSEC has a short fluvial border with the Republic of Moldova,but it has no border control and customs points with this state. People and goods from the FRSEC to the Republic of Moldova must go through Romania and cross the river Prut through a border checkpoint (Radauti-Prut,Stanca-Costesti,Sculeni,Ungheni,Albita-Leuseni,Falciu-Cantemir,Oancea-Cahul and Galati-Giurgiulesti). The Falciu-Cantemir border checkpoint doesn't functionate since the last trains passed through it,as of 8th of August 2013. It will be reopened when the first train will pass it after several years when it was unfunctional. As of 31st of August 2013,the Eleftherian visas are valid in the Federal Kingdom of South-Eastern Carpathians.

For using the FRSEC roads,one must pay a vignette (a tax).
Price list for vignette:
- 1 day=100 dinara (1 euro)
- 7 days=300 dinara (3 euro)
- 14 days=400 dinara (4 euro)
- 1 month=500 dinara (5 euro)
- 3 months=700 dinara (7 euro)
- 6 months= 1000 dinara (10 euro)
- 1 year= 1500 dinara (15 euro)
The FKSEC can be accessed by Brasov (2.5 km from the FKSEC border) and Falciu Nord (1.5 km from the FKSEC border;no routes passing through this station as of 19th of July 2013) railway stations.
The railways of the FKSEC are administered by Carpatischer Bundesbahn. The track gauge is of 1,435 mm (same as Romania) and the voltage is also the same as Romania's. The most important railway corridor of the FKSEC is the Predeal-Feldioara railway (part of the 4th Pan-European railway corridor),being electrified. Another important railways of the FKSEC are Brasov-Lunca Calnicului (electrified) and Brasov-Codlea (non-electrified). The Brasov-Zarnesti railway splits from the Brasov-Codlea near the Bartolomeu railway station.

FRSEC's access to the sea
The FKSEC has access to the river Prut,a tributary of Danube which is navigable. It flows into Danube and,then,into the Black Sea,at Sulina/Sfantu Gheorghe (Danube Delta). This means that FKSEC can have a Navy,even if is landlocked,but it has access to the sea provided by the river Prut and,then,of the Danube.

Death penalty in the FRSEC
In the FRSEC,the death penalty is strictly forbidden. This is a measure taken by almost all European countries (except Belarus). The prohibition of the capital punishment in the FKSEC is guaranteed by the Charter of Fundamental Rights of the European Union. If one kills someone else,saying that condemned him/her to death penalty,he/she is condemned to life imprisonment for murder. The maximum penalty in the FKSEC is the life imprisonment (only for murder).
Religion in the FRSEC
In the FRSEC,the citizens have the right to choose their religion,or to be irreligious or atheist,as the FKSEC is a secular state,without a state religion. However,as the Christian Orthodox/Greek Catholic religious denominations are regarded as the "traditional denominations of the Romanians",they are considered to be a part of the culture of the FKSEC,without any prejudice to the secularism of the FKSEC Government.
Geography & Climate
The location of the Federal Republic of South-Eastern Carpathians is near Brasov,Romania. The climate is temperate-continental,with temperaturs ranging between -20 degrees Celsius and 5 degrees Celsius,in the winter,and between 15 and 30 degrees Celsius,in the summer.
The Federal Republic of South-Eastern Carpathians has a customs agency,the Zollagentur. It is responsible for checking goods at the border (port/airport) and imposing customs taxes or/and VAT fees for them.
The FRSEC mainly promotes the Germanic cultures,but the Slavic and Romanic cultures are also a priority for the Government. The official languages are Romanian and English with German and Serbo-Croatian which can be used as official languages.
In the Federal Republic of South-Eastern Carpathians,the neighbouring Romanian TV and radio channels are received,but also,in the Prut state,the Moldovan TV and radio channels can be received,along with the Romanian ones,because of its proximity to the Republic of Moldova (the FKSEC shares a border with the Republic of Moldova).

Because in the Prut state,the Romanian-Moldovan border is very close from the FKSEC-Moldovan border,the Romanian Border Police maintains a presence in the area. But,there are no longer barbed wire and fences,on the both parts of the river Prut (Romanian/FKSEC and Moldovan) and one can do anything near the river,as long as he/she doesn't break the laws concerning the crossing of the external EU and Romanian borders.
The Prut river,in the area of Prut state is considered as a national park,by King's decree.
Communications in the FKSEC
The FRSEC relies on the Romanian (and Moldovan,in the Prut state) communications network.
In both states (Carpathians and Prut),3 mobile telephony providers have services available:
- Vodafone (can be seen as "Connex" on old cell phones)
- Orange Romania (can be seen as "Dialog" on old cell phones)
- Cosmote (can be seen as "Cosmorom" on old cell phones)
Also,in the Prut state,other 2 mobile telephony providers,originating from the Republic of Moldova have services available,due to proximity to the Republic of Moldova:
- Orange Moldova (can be seen as "Voxtel" on old cell phones)
The applicants who don't want to immigrate to the FRSEC can directly contact the King,the Prime Minister,or any of the Government officials.
The applicants who came to the FRSEC as immigrants can gain the FRSEC citizenship if:
- resided in the FRSEC for the last 2 years,
- enough knowledge of Romanian,English or German languages (Romanian or English are more preferable),
- having a good behaviour while in the FRSEC.
Then,the applicants can go to the FRSEC citizenship offices to apply for the citizenship.
The oath of citizenship is taken in Romanian or English language (the oath is:"Jur să respect Constituția Republicii Federale a Carpaților de Sud-Est,să nu defăimez instituțiile Regatului,să nu aduc atingere Neutralității."/"I solemny swear to respect the FRSEC constitution,not to defame the FRSEC institutions,not to prejudice to the Neutrality.")
- Liberal Party
Any party which is totalitarian is forbidden by law in the FRSEC.
