The Grand Unified Micronational (GUM), sometimes known by the abbreviation GUMicro, is an intermicronational organization. Firstly established as an organization for helping diplomatic relations between the so-called MicroWiki States, GUM later developed with the admission of external micronations. Its engagement in current micronational topics and the weekly meetings every Sunday in an online chatroom make it one of the most active intermicronational organizations in the micronational community.

History

Grand Unified Micronational was founded in January 2009 by Tsar Royalé Jacob Tierney of Scientopia (now New Scientopia). The constitutionally recognised founding member states of Grand Unified Micronational are the Kingdom of Camuria, the Democratic People’s Republic of Erusia, Scientopia, the Republic of Petorio, Stigistan, Tozland and the Federal Republic of St.Charlie. Following investigations by the organisation, the Kingdom of Camuria was suspended from membership in late February 2009 (See: Grand Unified Micronational; Analysis of Camurian Falsehoods). In March 2009, Grand Unified Micronational dealt with peace negotiations in the The Meissner Antifan War between Scientopia and the Empire of New Europe. Other events during this time led to March 2009 being known as Black March. The GUM community was later involved in the Camurian War, which began on April 9th 2009 and ended in a ceasefire. This day was also that of the Scientopian Divide. The nation of New Scientopia took its place as a member of GUM. The Constitution of the Grand Unified Micronational, written by Robert Lethler, was officially adopted on April 19th. May 2009 saw the collapse of the Union of Socialist Micronational Republics. Following this, the Union's membership was passed onto the Democratic People’s Republic of Erusia. The organisation was heavily involved in the New Euro-Erusian War, which took place between July 7th and July 28th 2009. The Treaty of Universal Non-Aggression, which acted as a peace treaty during this conflict, is now a document which the GUM encourages its members to sign. The GUM originally backed Finismund and Flandrensis in the Siple War, but later adopted a neutral view of the conflict. Further Antarctic disagreements were seen in the Rhodesian War and The Poaching Conflict. Grand Unified Micronational gave support to Finismund and Flandrensis in these conflicts. War propaganda used by Sandus during the New Euro-Erusia war led to a short conflict between themselves and the Empire of Pristinia in September 2009.

Organisation

An organ of Grand Unified Micronational is described as

	" Any authority, select committee, council or other organised body that has been charged with addressing a specific subject matter or range of subject matters and enforcing the will of the general community with regards to those subject matters. "

From its offices located on the internet, GUM and its specialized councils decide on substantive and administrative issues in regular meetings held each week throughout the year. The organization is divided into administrative bodies, or councils that manage different areas of micronational culture:

The Quorum of Delegates (the main assembly);
The Advancement Council (resolutions for the cultural and technological development of all micronations);
The Security Council (decides certain resolutions for peace and security, not only for GUM member states);
The Supreme Tribune (the primary judicial organ);
The Intermicronational Relief Aid Committee or IMRAC (for international relief efforts)

A Chairman acts as the executive leader of the GUM while a Judge enforces the rules of the organisation.

Later after its creation, GUM established, with the help of various member states, a Constitution. The "charter" must be signed by all micronation that acquire membership.

Quorum of Delegates

The Quorum of Delegates is the main assembly and supreme organ of Grand Unified Micronational. The Quorum consists of up to three delegates from each member state, and every member must appoint at least one representative. The Quorum of Delegates serves as a board for discussion between member states, and has the power to vote on major decisions made by the organisation, including election of organs and offices of the organisation, as well as membership applications. Quorum meetings are held weekly, currently Sunday evenings. Motions, excluding elections and membership applications may be made at a Quorum meeting provided a majority is attained and at least five members are present at the meeting. All voting is directed by the Chair and one vote is given to each member state rather than to each delegate.

Advancement Council

The advancement council is an organ of Grand Unified Micronational which is charged with the promotion and development of issues of social, cultural, political, economic, scientific, technological and environmental development between member states. The advancement council is included in the constitution. The council contains up to five member states and has an electoral term of three months. Members of the advancement council are elected by the Quorum of Delegates. Member states may not be a member of the council for more than two consecutive terms, but an overall maximum number of terms is not imposed. The advancement council current consists of the Democratic People's Republic of Erusia, the Socialist Republic of Murrayfield, the Federal Republic of St.Charlie and New Scientopia. Issues currently being dealt with by the council include the Pecune and the Intermicronational College.

Security Council

The Security council is an organ of Grand Unified Micronational charged with the promotion and development of Intermicronational peace and security. As with the advancement council, the security council consists of the up to five member states who are elected every three months. The security council may intervene in any issues regarding security, conflict or peace promotion between member states, but has no authority to force any nation to change their policy on any issue. The council works closely with the Quorum of Delegates to achieve its aims. The security council currently consists of the Democratic Duchy of Francisville, the Empire of Austenasia, and the Ohio Empire. The council has intervened in many diplomatic issues dealt with by GUM such as the Meissner Antifan, New Euro- Erusian, and Rhodesian Wars.

Chairperson

The Chair of the Quorum of Delegates is the executive leader of Grand Unified Micronational. There role in the organisation is parallel to that of a Secretary General. The term of Chair is three months, and they are elected alongside the security council, advancement council, and Supreme Tribune. The Chair is charged with the General Administration of GUM, and has duties and powers such as directing voting and meetings of the Quorum, and approving membership applications. The Chair also has the power to unilaterally suspend any member, although any such decision may be vetoed by the Quorum. They also are in charge of the general representation of the organisation. The first unofficial chair was founder, Jacob Tierney. The official inaugural holder of the office was Kalvin Koolidge of the Republic of Petorio. The previous holder of the office was Grand Duke Jamie Sutherland of the Democratic Duchy of Francisville, who succeeded Robert Lethler in July 12th 2009. His term ran until October 12th 2009, after which the incumbent chair, Robert Lethler, was elected to a second term as the Chairman.

Justice Commission

The Grand Unified Micronational Commission is the organisation Intermicronational judicial organ. The Justice Commission has the power to try member states and other parties which it considers may have violated Intermicronational law. The justice commission works closely with both the Quorum of Delegates and the Security council. The commission is constitutionally obliged to remain unbiased and independent in all its decisions. The constitution of Grand Unified Micronational requires it to

	"be fair and unbiased; be constitutional; be in accordance with the core ethics of the institution; be enforceable and proportionate to the situation."
	(Article LXXX of the GUM constitution)

. The Presidium of the Supreme Tribune (Supreme Judge) is the elected head of the Justice Commission. The position is elected along with the council members, and the chair. The incumbent Supreme Judge is Robert Lethler of Erusia. To date, the commission has brought New Scientopia to trial over negligent disclosure of information regarding New Europe, offered possible trial to the Kingdom of Camuria, introduced the illegalisation of hacking and declared official opinions regarding events such as the Rhodesian War.
