The National People's Assembly (NPA, Erusian: Leohju Qaevaxu Tzeoq or LQT) is the highest, and sole national, legislative organ of the Democratic People's Republic of Erusia. It is the highest body of State power in the Democratic People's Republic and, alongside the National People's Executive Committtee, forms the Central People's Government of Erusia. The National People's Assembly is headed by it's Premier, the Head of Government for the DPRE. The incumbent and third Premier of the Assembly is Kai Roosevelt, elected on February 2nd 2009 and re-elected during the May 2009 Erusian General Election. Additionally, the NPA elects a five-man Standing Committee to direct it's work and exercise some of it's powers.
All though the Assembly is theoretically a democratic body elected once every six months during a General Election, the ruling Erusian National Communist Party is garaunteed a majority of seats by the National Constitution - no matter how popular or unpopular the Communist Party is, it will always have the bare minimum number of seats to unilaterally pass a bill. Since the introduction of the new constitution, the Assembly is under the total control of the Party.

Powers and functions
The National People's Assembly, as the "supreme organ of State authority", exercises a number of important national functions and powers[1], including the power to elect the Supreme People's Commissioner at the end of every General Election or the resignation/death of the incumbent Commissioner. One of it's most important responsibilities is the approval of the Six Month Development Plans - directives of the Communist Party that are created to provide a framework for the future socio-economic development of the nation.
Unlike many micro- and macronational legislature, and despite the official Communist Party stance that the National People's Assembly is a free and open legislature, the Assembly is a largely rubber-stamp legislative authority. With most sitting legislators being members of the Erusian National Communist Party, almost every bill brought before the Assembly has all ready been debated before being brought forward, with the final draft having recieved approval from a majority of Communist legislators. As such, nearly every bill submitted to the Assembly will be ratified quickly and painlessly and bills that are defeated by legislators are usually proposed by Democratic members of the Assembly. For all intents and purposes, the Assembly is the State equivilent to the National Congress of the Communist Party.
Standing Committee
The Standing Committee of the National People's Assembly is the elected leadership of the Assembly, consisting of a minimum of five "Top Legislators" appointed by the Communist Party but formally approved by the Assembly. The head of the Standing Committee is the Premier, and other members of the Committee may be elected to Vice-Premierships as the Assembly deems necessary. In addition to being the top leadership of the Assembly the Standing Committee exercises a number of other important powers of legislation and national governance, the most important of these powers being the exclusive authority to interpret the National Constitution and any item of legislation where the intended definition is not sufficiently clear.
The Standing Committee is charged with the ratification of all diplomatic treaties (all though declarations of war, peace treaties and armistices must be approved by the Assembly itself) the Central People's Government is considering becoming signatories of. It is also responsible for directing the work of the armed forces, hearing the work reports of top officials, directing the general legislative work of the entire nation, declaring states of national emergency and the appointment of the People's Electoral Commission shortly before each general election. Presently, having five standing members against four normal Assembly members, the Standing Committee has the power to unilaterally approve any bill it wishes (all though the number of seats is expected to increase at the next election to at 10 or 11, removing this power).

Proceedings
The National People's Assembly meets irregularly through it's six-month term as needed. With almost all legislative items being drafted outside of the Assembly by Communist legislators and other government officials in the upper echelons of Erusian government, meetings of the national legislature are often brief and consist of simple formalities unless an Assembly member unexpectedly brings a bill forward without prior approval from the Party. When not in session, the Assembly floor is still considered open for voting and new bills may be proposed to Assembly Members to vote on in absentia (as opposed to being proposed and voted on in camera when the NPA is in session). It is more common for an unexpected law to be proposed in absentia, whilst laws proposed in camera have almost always been pre-approved by Communist officials.
Membership
Assembly Members are usually Communist or Democrat politicians who have been approved by the People's Electoral Commission to stand as a national legislator. Theoretically, these approved candidates compete for nine seats across the nation during a General Election - in practice, the Communist Party unilaterally appoints legislators to represent Erus, Sanctia and Bzan, facing opposition only in Sacria. Often, legislators are selected by the Local Party Congress for that region in order to ensure only one candidate will stand per seat, effectively garaunteeing their election to the Assembly. All current national legislators are also members of their Congress of People's Deputies.
