October 18 Declaration

The October 18th Declaration (Fr: Declaration du octobre 18eme) is Arlberg's seventh (possibly eighth) constitution. It goes into effect on October 19, 2005.
This constitution answered many questions left unanswered previously, including the role of monarch King John II and the process for amending the document, which had previously gone unmentioned.

The Role of the King
The new constitution provides for the office of a King of Arlberg, filled by John II. It grants him the right to veto laws passed by a simple majority (5-3), but not by a three-fourths majority (6-2). He is also granted complete ownership of all the land in Arlberg, meaning he can veto any land-use agreements.
Amending
There is a process now for amending, which had been missing previously. It warrants that a 6-2 majority is needed to amend the constitution.
Forbes
The Constitution provides for a new state called Forbes, which is an overland department of the United Republic of Arlberg. However, it does not provide for the acceptance of other states.
