Burnham Micropress


The Region of Clyro is a micronation based in Middle Essex, England, that follows the principles of Theodorism. Clyro exists as an administrative region of The Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples (otherwise known as Mercia), and as an Autonomous Member State of the Würtige Empire. The nation has eleven citizens (five of which could be classed as 'territorial citizens'), and a slowly developing pseudo-Celtic culture. Clyro has existed since September 20th 2011, when it was first formed under it's first incarnation as the St Peters Republic. Clyro is ruled by the Lord Spiritual of Mercia and the Lord (monarch) of the Region, His Lordship Richard I, by the Grace of God, Lord of Clyro, Lord of Mercia (also known as Richard Cunningham). Clyro was the first Theodorist nation in Micronational history to have stably existed stably under the ideology for an extended period of time (seven months before the Clyro Reforms).


History

The St Peters Republic (20th September 2011 - 1st October 2012)

The St Peters Republic (SPR) was the brainchild of Richard Cunningham who, after nearly two years of being aware of Micronationalism and it's communities, used the opportunity of his UK school's AS Level Extended Project to work on creating a Micronation and be graded on his success. A few of his friends were roped in to form a Council, and with Cunningham as President-of-State, the St Peters Republic was officially formed on the 20th September 2011.

There is some skepticism as to the exact date of the SPR's foundation. The reason for this is that the date of the official declaration of independence of the SPR has been forgotten by it's citizens (both current and previous), as there was much work preparing council and national work before and after the nation's foundation. The 20th September is accepted as the day of foundation as that is when the original St Peters Republic Government website went live.

The foundation of the SPR led to the creation of a pair of rival countries, the Ormiston Rivers Republic (ORR), and the Autocracy of Dieter. The ORR lasted officially little more than a week before it's leader (and only citizen) dissolved the nation, admitting that he only formed the ORR to try and spite the SPR. The Autocracy of Dieter lasted officially for 3 months, inactive totally after the first fortnight of it's independence. The Autocracy dissolved on the 29th November 2011 when the SPR's Defence Marshalls (the then Marshalls Thompson and Beard), under direct command of President Cunningham, threatened action against the Autocracy if it did not either dissolve or make good a trade agreement that had been signed on the 28th September 2011.

Up until the 10th February 2012 (the President's birthday), the St Peters Republic had updated it's news feed almost daily, and by 1st January 2012, the nation had grown from 5 citizens to 12 citizens and 5 honorary citizens. However, inactivity became prominent in the SPR after the President-of-State's birthday celebrations, and the last news update on the St Peters Republic Government Website was on the 27th February 2012, stating that the SPR was fourth in the world rankings of the Virtual Micronational Football Board. By 1st March, the SPR was almost completely inactive.

President Cunningham did attempt to re-motivate the citizenry between March and October 2012, with the purchase of badges for Defense Marshalls, an attempt to create paper currency, and the entering of the SPR into the Confederate States of Prosperity. However, none of these attempts were successful.

The Confederate State of the St Peters Republic (April 2012 - 1st December 2012)

The St Peters Republic became a member state of the Confederate States of Prosperity (CSP) when the Confederacy was formed unofficially on in April 2012. During the time between the unofficial creation of the CSP and it's public formation on the 26th August, President Cunningham was elected President of the CSP, as party leader of the Imperial-Corporatist Order of Gustavus Party, winning with 15 votes to the 14 and 12 from the other two political parties (the Guild For Hope Party and the Order of the Penguin Party respectively). This time was generally agreed to be the 'golden era' of the St Peters Republic.

However, by late November 2012, the CSP had become inactive, divided, and generally ungovernable. Several factors were behind this; the return of the macronational school year, a flood warning in both Amager and Agnorr, a series of cultural reforms that had led to heated debate, and a month long religious argument that distanced some of the Confederacy's leadership from the rest. On the 1st December 2012, the CSP was unofficially dismantled, and two member nations (the St Peters Republic (now Burnham), and the Knoll Empire (now Nolland)) of the Confederacy became autonomous member states of the Würtige Empire. This was consummated on the 10th December 2012, when the CSP was transferred to the authority of the Technocratic Capital of Würdigeland.

The August Reforms (August - October 1st 2012)

At a unspecified date in August 2012, President Cunningham began to plan cultural and political reforms that would attempt to reinvigorate the SPR, and to re-motivate the citizens, who had been in a state of inactivity since February. These 'August Reforms', thanks to education and business within the Confederate States of Prosperity, actually dragged on until early October, when the St Peters Republic was renamed the St Peters Transitional Dominion on October 1st, and then the Independent Daenningas Regional Dominion of Burnham & their Lands (IDRDB&L) six days later. The political system of the nation undertook a brief rehab during the time of the Transitional Dominion.

The IDRDB&L (6th October 2012 - 31st May 2013)

The Independent Daenningas Regional Dominion of Burnham & their Lands was formed on the 6th October 2012 as a result of the August Reforms. The Presidential Council was renamed the Consul Gorsedh (the Cornish word for 'assembly'), and the Counsellors became Consuls, with President Cunningham becoming known as First Consul Cunningham from hereonin.

The IDRDB&L as a motivator of citizenry was, ultimately, a failure. Activity did rise in the first couple of weeks, with a new paper currency being produced (with horrible results that were immediately ditched) and a series of organizations being founded (such as the Order of the Nebra Disk). However, beyond this point, the nation lapsed back into the same sort of inactivity as the SPR had done, with only a brief surge of activity following the first Consul Gorsedh meeting on the Christmas Eve (December 24th) of 2012. The only notable event in the IDRDB&L during early 2013 was the foundation of the Burnham Micropress, the nation's online news outlet. Only one article was published on the Micropress before the Theodorist Revolution.

Member State of the Würtige Empire (1st December 2012 - Present)

Following the Independent Daenningas Regional Dominion of Burnham & their Land's integration into the Würtige Empire, the officials of the nation (many of whom were also involved in the Knoll Empire (now Nolland) and the former Confederate States of Agnorr (now a Nollandish territory) and Amager (now the Commonwealth of Hobartstown and Victoria, the Union of Libereco and the Ashukov Federation) began to get heavily involved in both national and international politics. It was at this time that First Consul Cunningham (as Minister of Foreign Affairs for the Empire) argued the case to allow the member nations of the Würtige Empire to be member nations of the Grand Unified Micronational, independent of each other.

During this time, Burnham was a main participant in the Freedomian Aggression, which carried on from December 1st 2012 well into the opening months of 2013. On the 11th December 2012, First Consul Cunningham presented the evidence against the Freedomian monarch in the controversial Mark II Trial on the 11th December 2012.

First Consul Cunningham also represented the Würtige Empire during the 2012-13 GUM leadership scandal of the Christmas and New Year of those years, when the Security Council unceremoniously removed the State of Sandus and the Kingdom of Juclandia from the organization. It is known that Cunningham voted for the removal of the two nations. The Empire's stance on the scandal changed after the collapse of then-Chair Yaroslav Mar's administration, and when First Consul Cunningham became Chair of the Grand Unified Micronational on the 13th March 2013, one of the first actions in his Chairmanship was to address the State of Sandus with an official apology on behalf of the entire organization.

The Theodorist Revolution (31st May 2013 - 3rd December 2013)

By May 2013, activity had still not increased. First Consul Cunningham had dedicated his micronational activities to the Chairmanship of the Grand Unified Micronational, and therefore the nation had waned. In desperation, Cunningham and a couple of his close micronational associates (Tsar Thomas I of Nolland and Kyng Second of Slin) discussed a new political direction for the IDRDB&L. First Consul Cunningham looked further afield into foreign ideologies, and settled upon Theodorism; the political ideology that had, during the summer of 2012, prompted a spate of (failed) revolutions in many UK Micronations such as Palasia, despite it being an ideology made in the Empire of Austenasia. The ability to have the citizens actively involved in a socialist diplomatic process, while First Consul Cunningham could still keep power as a cultural protector of Socialism until the final transition to a Socialist utopia, was a major motivator to the events of May 31st.

On the 31st May 2013, the IDRDB&L changed it's name to the Theodorist Regional Dominion of Burnham and its Land (TRDB&L), and First Consul Cunningham ascended to the role of monarch, coronated as Justinian I, Basileus (monarch) of Burnham and protector of the Socialist and Theodorist Principles. A Burnham constitution soon followed, as did the first Supreme Soviet Gorsedh of the Theodorist Dominion, and a rise in the activity of the Burnham Micropress. On the 8th July, Justinian I was given the title of 'Vanguard Monarch of Theodorism' by Emperor Jonathan I of Austenasia.

On the 26th July 2013, Justinian I, assisted by President Joseph Kennedy of the Ashukov Federation, announced the release of an essay entitled Red Summer: An Essay on Justinian Theodorism, which formalized the divergence of Burnham's Theodorism from the traditional, 'Orthodox' Theodorist ideology founded in Austenasia. This was followed by a second essay under 48 hours later, this time entitled The Transition to Classic Socialism: An Essay on the Clarification of Justinian Theodorism. This second essay provided answers and retorts to a series of questions and criticisms to the 'Red Summer' essay.

The Month of Emergency (December 2013)

On the 3rd December 2013, the first Burnham General Election was supposed to occur. However, because of inactivity of the candidates and parties, no such election took place. Basileus Justinian I used his constitutional right and took emergency power over Burnham on the 10th December. The People's Commons was kept on hiatus during this time, and the only significant public action from the Basileus was the reinstitution of the Order of the Nebra Disk, a forgotten institute from the days of the IDRDB&L, as the State Culture Service.

Privately however, the Basileus was in collaboration with other prominent Micronationalists, particularly from the Noble Republic of Lurk to merge Burnham with another nation to create a stronger political class. This came to the fore on the 19th January with the Clyro Reforms.

The Clyro Reforms (19th January 2014)

On the 19th January, Basileus Justinian I published a Decree in the People's Commons of Burnham at exactly 12:00PM GMT. The summary of the Decree was the following:

  • Basileus Justinian I would be known from now on as His Lordship Richard I, by the Grace of God, Lord of Clyro, Lord of Mercia. In addition, a Nobility would be formed from prominent Burnhamite politicians, to replace the dissolved People's Commons and political parties and candidatures.
  • The Theodorist Regional Dominion of Burnham and its Land would from now on be known as the Region of Clyro, with His Lordship Richard I, by the Grace of God, Lord of Mercia as its ruling Lord.
  • Counties would be renamed as Shires, and Settler-ships would be renamed as Parishes.
  • The Mercian Protestant Lay Church was to be founded, with Lord Richard I being its Lord Spiritual.
  • Gorsedhs and Services would remain under their current management.
  • Clyro will soon merge with a Kraj of the Noble Republic of Lurk to form a nation known as Mercia, with President Alex White of Lurk (also known as Karl Friedrich) becoming Lord Temporal of the nation.

Following this declaration, which was received by the Grand Unified Micronational, the Würtige Empire and all significant former Burnham rooms, work began on reforming the legislature and the services so that their names and structure would conform with the new system.

Government

Gorsedhs

By using the Right of Petition in the Mercian Constitution, Clyran citizens can request that the Mercian Parliament House form a new Gorsedh to cover a specific legislative or administrative task. The Mercian Parliament House can choose to vote on the creation of a new Gorsedh autonomously, also.

Currently, there are few Gorsedhs in Clyro, but the option to create such new Gorsedhs lends itself to the possibility of doing so.

Current Gorsedhs are listed here:

  • Civil Service Gorsedh - Gorsedh that deals with Land Use, Intellectual Property, Breach of Contract and Heraldry cases.
  • State Culture Gorsedh - Gorsedh that oversees and protects the culture of Clyro, as well as maintaining an in-house con-worlding project.
  • Geographic Registry Gorsedh - Gorsedh that tends to the recording of data about Clyro's physical territories.

The Mercian Parliament

The Mercian Parliament is the unicameral legislature of Clyro and Mercia, alongside its related Gorsedhs and the ruling Lord. The Mercian Parliament acts as a forceful representation of the Theodorist Proletariat in Clyro's will.

The Mercian Parliament is headed by a First Minister, who oversees the body and presents the passed proposals to the Lords of Mercia.The First Minister is a Noble within the Mercian Parliament who is chosen by the Lords. In addition, the First Minister has the Mercian Parliament Cabinet that helps him oversee and manage various national and international policies.

The current First Minister is: Duke Kennedy, who is also Prince of Montania.

The current Mercian Parliament Cabinet consists of:

  • Minister of Foreign Affairs - Marquis Cassidy
  • Minister of the Interior - Marquis Cassidy
  • Minister of Transport & Communications - HL Richard I, Lord of Clyro
  • Minister of Defense - Duke Lobao
  • Synod Representative - HL Richard I, Lord of Clyro

The Landed Gentry

The Landed Gentry of Clyro are territorial citizens who represent the three Shires of Clyro. The Gentlemen/Ladies provide an advisory council to the Lord, and operate in the Lord's stead if he/she/ze is ill or otherwise incapacitated.

The definition of a Gentleman/Lady is the following: "A caste of non-Nobles, but who own land within Clyro and are all fine chaps/chapettes all the same."

The Landed Gentry are as follows:

  • Gentleman of Casshire: Comrade Thompson
  • Gentleman of Mosshire: Earl Whyatt
  • Gentleman of Rambleshire: Comrade Harland-Hackenschmidt

It is important to note that Earl Whyatt is also a Gentleman, despite his noble title. This is because he is a permanent resident of Mosshire.

The Lord of Clyro

The Lord of Clyro holds the position of 'monarch' in the Theodorist ideology. The Lord of Clyro has absolute powers in Clyro that are a continuation of the emergency powers from the Month of Emergency, but it is tradition that the Lord of Clyro let the Mercian Parliament House do much of the legislating in the nation, with the Lord's decrees only covering minor aspects.

As of the 12th June 2013, the Lord of Clyro has powers to absolutely dictate the cultural direction of the Region of Clyro, providing the direction does not interfere with the National Calendar. Cultural direction that will affect the Calendar must be voted upon in the Mercian Parliament.

The current Lord of Clyro is Richard I. He is the Supreme Judge of the Civil Service Gorsedh, and is the ceremonial head of the Justinian Workers' Alliance, where he still operates under the regnal name of Justinian I.

The Region of Clyro is part of the Würtige Empire, which consists of these nations:

Geography

Natural Geography

Clyro is mostly a completely natural nation, as although there are more urban Parishes than natural Parishes, natural Parishes contribute to more of Clyro's territory size than the urban Parishes. The rest of Clyro is heavily wooded with areas of grassland comprising a large minority of ground cover also. The aesthetic qualities of the woods and grasslands are maintained by Park Rangers operating out of the UK.

The roadways in and out of Clyro are mostly made out of compressed soil, sand and gravel, so that their environmental impact is not as severe as permanent tarmac roadways. However, tarmac-ed areas exist, such as Declan Bridge and the Maine-Border Roadway that runs between Declan Forest Parish and the UK by way of the Low Wold Parish.

The Geographic Registry Gorsedh (GRG) exists to give approximate measurements of all of Clyro's Parishes, as well as to sample the ground cover in each. The GRG is expected to finish its survey by September 2014. Although the GRG has not yet finished the survey, natural land is expected to comprise of about 55% of Clyro's territorial holdings.

Urban Geography

60% of Clyro's Parishes are small urbanized areas, these being the Capital Parish of Burnham Majora, the Antient Parish of Burnham Beacon, and the Shire of Mosshire, as well as the Resort Parishes of Fort New Necessity and Footscray House.The rest of Clyro's Parishes are either entirely without man-made structures, or with only minimal numbers of structures (for example, Lesser Koille Parish has a single park bench, while the Low Wold Parish has a poorly-maintained waste disposal building). All structures in Clyro outside of Burnham Majora are maintained either by UK Park Rangers or UK citizens. Burnham Majora itself is jointly managed by UK citizens and Clyrans.

Burnham Beacon is Clyro's only open-air urban area, the rest being entirely or mostly sheltered with roofs and verandas. The reason for this is because the Beacon itself is surrounded by a series of short steps that fan out in a semi-circle much like a Classical Greek theatre.

Demographics

Clyro's official language is English, although the constructed languages of Prospekh and Rigeñen find their uses in the Clyran administration. In addition, 9% of Clyrans speak Spanish, although it is not an official language in the country.

Capital Parish of Burnham Majora

The Capital Parish of Burnham Majora is the residence of the reigning Lord of Clyro, Richard I, and is also the administrative hub of the entire Region of Clyro.

Shires

Shires exist as the main administrative bodies of the Region, each being run by a Governor General. Each Shire consists of two or more Parishes.

  • Casshire: Consisting of the Parishes of Declan Forest (Dimensions: 424' x 261') and the Low Wold (Dimensions: 157' x 267').
  • Mosshire: Consisting of the Parishes of Rio Cinema and Star Inn.
  • Rambleshire: Consisting of the Parishes of Greater Koille (Dimensions: 362' x 330') and Lesser Koille (162' x 114')

Antient Parishes

An Antient Parishes is a Parish that is run by the CVT and it's personnel.

  • Burnham Beacon (Dimensions: 40' x 29') - Currently run by the Governor General of Cassidishire, who is also a CVT Kavelleer.

Resort Parishes

Resort Parishes are leisure territories completely under Regal Authority.

Three Clyran non-territorials live in the UK within a mile of a Clyran Parish. In addition, six Clyrans live across the UK and the Americas.

Transport

Although Clyro's roadways only connect the Parishes of Casshire to each other and the UK, they are regarded as evidence of Clyro's superb transport network.

Woolfe-Maine Roadway System

The Woolfe Roadway Circle is the largest element of the Woolfe-Maine Roadway System, stretching over two thirds of Declan Forest Parish. The Woolfe Roadway Circle then connects to Declan Bridge, which in turn connects to the Woolfe-Border Roadway; and the Maine Junction, which then connects to the Woolfe-Maine Roadway.

The Woolfe-Maine Roadway System is mostly used by cyclists, walkers and joggers from the Region of Clyro and the United Kingdom, although the Woolfe Roadway Circle is also the primary venue for all Clyran track and cycling sporting events.

Culture

Despite Mercia being largely Germanic, and with Clyro having a long history of being part of the Germanic Würtige Empire as well as collaboration with Germanic and Slavic states, there is a Celtic minority in power, which has dictated the cultural policies of the region. One of Clyro's unofficial languages is Rigeñen, a Celtic conlang based on Scottish Gaelic; the institutions that operate in Clyro are known as Gorsedhs, the Cornish word for 'Assemblies'. Even the name 'Clyro' is derived from the Welsh phrase 'clear water'.

Clyro also celebrates the Druidic festivals of Lúnastal (1st August) and Tan (6th August), as well as celebrating the Summer and Winter Solstices on the 21st of both June and December respectively. The Lord of Clyro, His Lordship Richard I, has declared his intent to 'Celticize' Clyro many times, and has made steady paces towards achieving this.

In addition to the Druidic festivals, Clyro commemorates the anniversaries of the battles of Leipzig in 1813 and Waterloo in 1815. These are days to remember battles that shaped Europe, but do not often get recognition like the battles of the two World Wars.

Clyro has recently begun to espouse the virtues of Chappism, a movement that revolves around stereotypical British gentlemanliness, Edwardian idealism, and fusing those two with modern pop culture. The Waistcoat Club Service is a group within Clyro that defends the ideals of Clyran Chappism, although it is not known yet how Chappism and Clyro's inherent Celtica will integrate with each other.

There is also an attempt by the Lord of Clyro to make the Region a Christian one, although this is heavily stymied by the vast majority of atheists and humanists within the citizenry.

Law

Under the Civil Service Gorsedh, the entirety of the Region of Clyro is classed as a single judicial district. A law system is currently in progress to be used within this district. All District Attorneys of the Civil Service Gorsedh form part of the Clyran Bar Council, in which District Attorneys vote and choose who shall prosecute or defend individuals in each trial.

After a treaty signed between the Region of Clyro and the Tsardom of Nolland on the 9th February 2014, all criminal cases as defined by the Clyran Constabulary Service that occur in Clyro are to be referred to the Nollandish Crown Court for bail, the Nollandish Court of Session for trial, and to the Nollandish High Court for appeal, although sentences are to be served within Clyro. If the sentence is banishment, then the criminal is to be deprived of their Clyran citizenship. As such, the Civil Service Gorsedh has become a de facto Civil and Heraldic court.

Definition of 'Regal Authority'

'Regal Authority' in the Region of Clyro and its Land is defined as 'the authority of the Lord of Clyro'. As such, if anything in the nation is controlled by or is under Regal Authority, it is the sole jurisdiction of the Lord of Clyro to administer and see to its affairs.

Security and Defense

The Defense Force of Clyro

The military body of Clyro is the Defence Force of Clyro (Prospekh: Clyro Verdijen Takma / Kлыро Вepдыйeн Taкмa), the CVT. The CVT operates as the defense force for the Clyro home-territories. The CVT traditionally uses the Prospekh trigram for it's definition, although all administrative work is nowadays done in English.

The CVT is divided into three Legions (Prospekh: Mojra / Moйpa), each of which fulfill a different function in the nation.

  • 1st Legion (Prospekh: Mojra Amhan / Moйpa Aмxaн): The Local Guardian Soldiers (Prospekh: Sora Limitandjen / Copa Лымытaндйeн). This Legion is regarded as the best unit in the CVT, that is ready at a moment's notice. The 1st Legion is dedicated to protecting Clyro's home territories, and assisting the immediate area of the neighbouring United Kingdom.
  • 2nd Legion (Prospekh: Mojra Dahan / Moйpa Дaxaн): The National Private Soldiers (Prospekh: Llond Komitansendjen / Ллoнд Кoмытaнceндйeн) are made of of non-territorial Clyrans only. The mission of the 2nd Legion is to protect Clyro's interests abroad, as well as serving as the official legion in the Imperial Army of the Würtige Empire.
  • 3rd Legion (Prospekh: Mojra Trihan / Moйpa Тpыxaн): The Foreign Volunteer Soldiers (Prospekh: Barran Fojderaten / Бappaн Фoйдepaтeн) is a Legion made entirely of individuals that do not possess citizenship within Clyro or the Würtige Empire. The duty of the 3rd Legion is to support the 2nd Legion, as well as provide a liaison between the militaries of Clyro and other Micronations.

The Defense Force of Clyro traditionally uses the Prospekhi constructed language, as it is the longest standing constructed language in Clyro's history, and certificates of military service in the 1st Legion have always typically been written in both English and Prospekh.

The Clyran Constabulary Service

The Clyran Constabulary Service (CCS) is the policing body of the Region of Clyro. It's frontline officers are also all members of the 1st Legion of the CVT, although the administration are largely non-territorials. The CCS is headed by three Chief Constables and a Deputy Chief Constable that answer directly to the Lord of Clyro and the Mercian Parliament House. The Deputy Chief Constable exists to assist the Chief Constable of the Home Shires in his/her/zer task, considering the magnitude of policing the six largest Parishes in Clyro. The Chief Constable of Abroad Presence represents the CCS overseas, and also organizes the escort guards for key Clyran individuals when they travel to foreign nations.
