This article is very confusing. As far as I understand it, the Emoluments Clause is Article I Section 6 Clause 2 of the Constitution. Maybe there are two! I searched this on google with regards to the Hillary Clinton situation, and if this clause that you are citing is the Emoluments Clause that people are bringing up with regards to her nomination for Secretary of State, it doesn't make a whole lot of sense. The other Emoluments clause mentions not taking a cabinet position after having voted for a pay
